How Petrol Prices Are Built in India
The pump price paid by Indian consumers incorporates multiple structural components mandated under Petroleum & Natural Gas regulations:
1. Base Price & Freight
Calculated based on international trade-parity pricing, refinery charges, and transport logistics from coastal refineries and pipeline terminals to distribution depots.
2. Central Excise Duty
Levied uniformly by the Union Government under central revenue acts. It is applied as a fixed rupee amount per litre before dealer margins and state taxes.
3. State VAT & Dealer Commission
Retail pump operators receive an authorized commission per litre. The host State Government then imposes Value Added Tax (VAT) as a percentage plus local cess.

Frequently Asked Questions About Petrol Prices
How is the retail selling price of petrol determined in India?
The retail selling price (RSP) of petrol consists of the international crude oil benchmark price, refinery processing costs, inland freight charges, Central Excise Duty, Oil Marketing Company (OMC) dealer margin, and state-specific Value Added Tax (VAT) or local cess.
Why do petrol prices vary from state to state in India?
Petrol does not currently fall under the Goods and Services Tax (GST) regime. Instead, each state and Union Territory levies its own rate of Value Added Tax (VAT) and road cess, causing pump prices to differ significantly across state borders.
What is the official source of retail fuel prices on this portal?
All petrol prices published on this portal are sourced from the Petroleum Planning and Analysis Cell (PPAC, Ministry of Petroleum and Natural Gas, Government of India) and regulatory retail price filings by public sector Oil Marketing Companies (IOCL, BPCL, HPCL).
